DECLARATION OF PRINCIPLES
The Interuniversity Athletic League of Puerto Rico and
Virgin Islands is a voluntary grouping of educational institutions of higher
education, organized in 1929 with the intention to promote and to regulate the
sport between its members.1
The signatory institutions as members of the LAI, agree to carry out the
purposes that arise from the following Declaration of Principles, which
constitute common objectives whose fulfillment concerns to all, as much
individually as collectively:
A.
We reaffirm the educational
validity of the sports competition as an excellent resource to form the personality
of the student.
B.
We agree that the recreational
and interuniversity sports competitions will be governed by ethical norms to be
implanted rigorously. We aim the competitive sport to promote:
1. physical and mental health
2. self-discipline
3. honesty and integrity
4. self-esteem
5. humility in victory and dignity in defeat
6. comradeship
7. leadership
8. institutional loyalty.
In synthesis, the interuniversity sport must stimulate
appraised ethical and social values in our community.
C.
We affirm that the sports
competition is aimed at strengthening the core educational values of university
life. Therefore, we the signatories, assume responsibility for ensuring
that the sports decisions will be subject to criteria of strict academic rigor.
We reaffirm the principle that each one of the institutions of the League be
the academic authorities to exert control over the athletic activities.
D.
We declare that sports
complement the educational purpose, which is the reason of being of university
life. Student athletes will be subject to the same admission and academic
progress requirements as other students. Any regulation adopted in the LAI will
be done in light of the principles above expressed, and in addition, will also respect
the following guidelines:
1. In the interuniversity competitions, only regular
students that comply with the dispositions of Chapter IX of this Regulation.4
2.
Interuniversity sport
eligibility will remain for five consecutive years from the moment the
student-athlete enrolls at a university in or outside Puerto Rico, being
understood that he/she will only have four years of participation.1

The participation in
interuniversity athletic competitions is circumscribed to students that meet the norms of academic progress of the institution and of
the LAI. 4
E. We promote the maximum
development of exemplary citizens for society through interuniversity sports.
In this context, the conclave of institutions will enthrone personal merit, the
overcoming and development of skills, and abilities of student athletes.
F. We establish that all
incentive to the student athlete will be only granted on the grounds of
financial need and academic achievement potential. Such incentives shall be
strictly regulated to comply with the letter and spirit of this agreement. It
is explicitly banned among the members of the LAI the use of monetary
compensations or its equivalent in excess of the established Chapter IX
parameters of this Regulation as a way to attract and retain student athletes.4 We declare that the member institutions are to the
service of the Puerto Rican community and of the American Virgin Islands and 4 exist to satisfy their
educational needs and their professional demands. Therefore, in the field of
sport, the LAI will promote the coordination of athletic activities with the
sports federation of each sport and the Olympic Committee in order to integrate
our efforts in a master plan for the Puerto Rican sports and that of the
American Virgin Islands, 4 but with the express
safeguard of our autonomy.
G.
We assert that university
athletics complements the academic management of the students and that their
activities are designed to promote collegiality among the institutions.1 Therefore, the LAI will
promote the establishment of intramural programs that integrate the greatest
possible number of students. This way it will contribute to the
development of student athletes participating in university competitions.
H.
LAI resources will be used for
the teaching and training of the student athletes. To this end, this conclave of institutions sets
out to:
l. foster the offering of activities aimed at strengthening
the training techniques of the
athletes, leaders, and technicians of the different signatory
institutions.
2. diversify the repertoire of university sports activities
and encourage the participation of a
greater number of students in them.
3. disseminate and promote these principles among the
student athletes to ensure
compliance by their own conviction of an honor code.
4. establish norms of healthy competition to avoid any
deviation, including the use of
stimulating substances or other means of manipulation. The institution that
violates the established and freely accepted norms, may be admonished, suspended of participation in
competitions per fixed periods, or expelled from the LAI, according to the
gravity or the recurrence of the violations.
Any member institution of the LAI will
use all bodies and internal processes to elucidate the conflicts which may
occur during any sporting activity or determining student eligibility.
In case any member institution sues
the League and loses the litigation, the LAI will request that the Court award
costs and fees to the plaintiff. 6
These principles and the rules they establish will manifest
our most firm institutional commitment, and they will be interpreted so that
our academic priority consolidates.
This Declaration of Principles was approved on June 15, 1987, by the Governing
Body of the LAI composed by the following people: Dr. Juan R. Fernandez, Río

GENERAL REGULATION
CHAPTER I
OF THE NAME, LOGO, COLORS,
ACRONYMS, FLAG
Art.
1. This organization will be called Athletic Interuniversity League of Puerto
Rico and the American Virgin Islands, 4 whose acronym will be LAI for the effects of this
regulation.
Art. 2. The official seal of LAI
the will be a circle with the inscription LIGA ATLETICA INTERUNIVERSITARIA DE
PUERTO RICO, E ISLAS VIRGENES, FUNDADA EN 1929, around the circle; a triangle
inserted in the circle with red, green and gold stripes; and the letters
FUNDADORES on top of the triangle, with a white background and map of Puerto
Rico on the triangle. Within the map of Puerto Rico, a star identifying the
city of San German, where the central office of the LAI is located.
Art. 3. The color of the member institutions
of the LAI, which are mandatory on the shirts and trousers of the competitors
are the following ones: University of Puerto Rico (UPRRP) - red with white; Mayaguez
University Campus (RUM) - green with white; Interamerican University of Puerto
Rico (UIPR) - golden yellow
with green and white; Pontifical Catholic University of Puerto Rico (PUCPR) –
royal blue with white; University of Puerto Rico - Cayey (UPR-C) - white with
red and green; University of Turabo (UT) - orange with black and white;
University of Puerto Rico - Humacao (UPRH) - gray with cardinal and gold;
Sacred Heart University (USC) - burgundy with gold; University of Puerto Rico -
Bayamón (UPRB) – sky blue with white and navy blue; University of Puerto
Rico - Arecibo - (UPRA) - black with golden yellow and white; Central
University of Bayamón (UCB) - purple (dwelled dark) with canary yellow;
American University (AUPR) - navy blue with gold, Polytechnic University of
Puerto Rico (PUPR) – royal blue with gold; Universidad del Este (UNE) - teal
with black and white; Metropolitan University (UMET) – burgundy with black and
white –gray as alternate; University of Puerto Rico - Ponce (UPRP) - red with

University (CU) burgundy, yellow and white. 1 In case that the colors are very similar, the home team
will have to wear white shirts. Every coach and university official must wear
on his/her shirt the representative colors of his/her institution.
Art. 4. The flag of the LAI consists of a white
background with interlocking circles representing the member institutions. The
circles shall display the colors of each institution. The center of the flag
will bear the seal of the LAI.
CHAPTER II
OF THE PURPOSES
Art.
5. Arrange and organize the interuniversity competitions among students of the
member universities.
Art. 6. Contribute to the physical, social, moral, emotional, spiritual, and
cultural development of our people using sports as a vehicle for these purposes.
Art. 7. Develop better students,
better citizens, better athletes, better spectators, using the university
athletic competition as an instrument for this purpose.
Art. 8. Promote4
the development of pre-university sports and of elementary and intermediate
grades through the institutional programs.
Art. 9.
Encourage the offer of activities aimed at strengthening the training
techniques of athletes, leaders, and technicians of the member institutions.
CHAPTER III
OF THE MEMBERS
Art.
10. LAI members are classified as institutional
members, which in turn are classified as assets or liabilities in accordance to
the conditions hereinafter described.
Art.
11. Those institutions of higher
education1
offering programs of (4) four years, officially accredited by the Middle
States Commission on Higher Education,1 and that adhere and comply without reservations to
the Declaration of Principles of LAI, could become members. Institutions that
wish to affiliate with the LAI must submit a written application through an
official form to the Office of the Commissioner of Sports, who will submit4
it to the Administrative Council so that the pertinent recommendation is made
to the Governing Body. The admission application, 4
which will be rejected or accepted by the GB, should be submitted no later than
December 31 of the year previous to which they are interested in
participating.
Art. 12. The LAI reserves the right of admission for financial reasons, safety
of participants and spectators, physical facilities, among others.
Art. 13. All those institutions participating in
at least forty (40%) percent of the total of official sports, in the female as well as the
male branch,1
shall be active members of LAI.
Art.
14. The institution that does not comply with the participation requirement
described in Art. 13, as certified by the Office of the Commissioner;
understanding an institution can be passive in a branch and active in another,
shall be a passive member of the LAI.
Art. 15. An institution that
happens to be on a passive status may participate and qualify for championships
and overall scores during that year, meaning that if it does not participate in
the regulatory percent, it will stop being an institutional member the
following year in the branch in which the violation incurred. The Office of the
Commissioner will analyze the participation of each institution at the end of
each competitive year to determine compliance with Article 13 of Chapter III.
The institution that incurs in this violation will come obliged to participate,
in accordance to the regulation, the following year to its determination of
passive status, being understood that if it complies with the requirement of
inscription, but not so with the official participation one described in CHAP.
III, Art. 13, which will terminate at the end of the competitive year, it automatically
will cease to be a member of the LAI. This will invalidate all its
participation throughout the year. It may apply for reinstatement when it can
comply with articles 13 and 14 of Chapter III
Art. 16. In the event that one or more sports were
eliminated by action of the Office of the Commissioner, as contemplated in this
regulation, and this affects4 40% of the sports an institution is willing to participate in, that
which is indicated in Art. 143 will not be applied during this year.4
Art. 17. The Office of the
Commissioner will determine the official sports in both branches.3 y 4
CHAPTER IV
OF THE GOVERNING BODY
Art. 18. A Governing Body will govern the LAI, which is
hereinafter referred to as the GB, consisting of the Presidents, Chancellors or
Directors of each member institution of the LAI, and one of these will preside
over it by election.4
Art. 19. The election of the President of the GB will be for a year. He/she
will be elected in May and will take possession on July 1st of each year.
He/she may be elected for another year, but may not serve more than two
consecutive years.4
Art. 20. The GB will elect among its members a Vice-president. He/she
will be elected in May and will take possession on July 1st of each year.
He/she may be elected for another year, but may not serve more than two
consecutive years.4
Art. 21. The functions of the
Governing Body will be the following ones:
Sec.1. It will be the governing body of the LAI.
Sec.2.
It will be empowered to make agreements and decisions on matters not effectively
covered in this regulation.
Sec.3.
It will lead the destinies of the LAI according to its intentions and it may
delegation the Administrative Council, the Commissioner, or in both, so they
implant the agreements of the GB in the 4 corresponding part.
Sec.4.
It will be able to take disciplinary action against official representatives of
the participant institutions, the Commissioner and members of his/her
office and institutions proven to have incurred in violations to the
Declaration of Principles and the Regulation.
To
these effects, it will elect at its first ordinary meeting of the academic
year, two of its members to integrate with the Vice President an Ethics
Committee of the GB.
Sec.5.
It will evaluate and approve4 the project of annual budget prepared by the Office
of the Commissioner and presented by the Finance and Budget Committee of the
GB.4
Sec.6.
It will consider for approval the sports program submitted by the Office of the
Commissioner in keeping with the provisions of CHAP. V, Art.34, Sec. 2.
Sec.7.
It will approve or reject the applications for entry to the LAI, previous
advice 4 of the Administrative Council and the Commissioner.
Sec.8.
It will consider in its ordinary meetings of December and May the report of the
Commissioner on the activities carried out in the first and the second semester,
according to the case.
Sec.9.
A member of the GB may designate a representative in writing to replace him/her
in the meetings of this body; such representative will exert all the regulatory
prerogatives of a member of the GB with voice and vote.
Sec.10.
It will appoint the Commissioner in the meeting of May and form a two year term. The GB will take into consideration
recommendations of the Administrative Council for the said appointment.
Sec.11. It will appoint an interim replacement for the
remainder of the term, or make a new appointment in extraordinary meeting, in
case of resignation, or if the position of the Commissioner4 becomes vacant
Sec.12.
It will evaluate the work of the Commissioner, understanding that it will
request and listen to the opinion of the Administrative Council.
Sec.13.
It will set the salary of the Commissioner.
Sec.14.
It will appoint the following permanent Commissions: Commission of Finances and
Budget; Commission of Regulation, Commission of Ethics,4 Executive Commission
consisting of the President, Vice President, and the Presidents of the Permanent
Commissions.
Sec. 15.
The GB will determine in its first or second4 ordinary meeting, previous recommendation
of the Administrative Council, the dedication of the sports events, including
the Interuniversity Fair.
Sec.16.
The GB will designate an act secretary who will be supported by the Office of
the Commissioner.
Sec.17.
It will approve contracts for services, sponsorship contracts, and others that
exceed the amount of $5.000.00. It may
delegate this function of approval in the Executive Commission of the Body.
Sec.18. It will finally approve those decisions of
the Commissioner or any other official that may affect the functions of the
regular staff of the LAI.
Sec.19.
It will authorize sports delegations in or outside of Puerto Rico, the
composition, as well as the expenses that will be approved for these
delegations.
Sec.20.
It will previously authorize extraordinary expenses not contemplated or 4
submitted in the budget. It may delegate this function to the Executive
Commission.
Art. 22. The GB will hold four (4) ordinary meetings in
the academic year (September, December, February and May). In the meetings of
September, December and May, the GB will consider the report of the
Commissioner and his President. In the one of February, it will consider the
report of the Athletics Fair. In May, it will further consider the budget for
the following academic year, the elections of its officials for the next year,
the pending report of the tournaments of the year and any other pending
subjects. The GB will hold extraordinary meetings when the President deems it
necessary4 or at the request of one
third of its members. In addition, it will annually hold a joint meeting with the Administrative
Council.
Art. 23. The presence of more than half of the members of the
GB will constitute a quorum in its meetings. In case of scheduling two consecutive
meetings and not having a quorum, it will convene a third meeting with a return
receipt. If there is no quorum at this
third meeting, the attendees will constitute it.
Art.
24. The GB meetings are private, unless the President or a majority of the
attending members, authorize the presence of guests prior to the meeting.
Art.
25. The functions of the President of the GB will be the following:
Sec. 1. Preside over the meetings of the GB.
Sec.
2. Convene the meetings of the GB, whether ordinary or extraordinary,
according to the regulation established or to the requirement of a third of the
members.
Sec. 3. Ensure that the agreements made by GB are enforced.
Sec. 4. Enforce all the dispositions of this
regulation.
Sec. 5. Submit an annual report to the GB of
his/her activities during his/her term.
Sec. 6. Make emergency or temporary decisions that are
necessary for the proper functioning of
the LAI. When such decisions are not administrative actions, the GB
in their next meeting will evaluate them, ratify or revoke them.
Sec.
7. Represent the GB in all those events and functions where it must be
represented, providing that he/she may delegate in the Vice President or
another member of the Body.
Sec.
8. Appoint ad hoc committees at his/her
own initiative or at the request of a third of the members of the GB.
Art. 26. The functions of the Vice President of the GB will be the following:
Sec.1.
Substitute the President in case of absence, incapacity, resignation, dismissal
or death, or by delegation of the President.
Sec.2.
Substitute the President for the remainder of the term in case the latter
ceases functions permanently.
Sec.3. Preside over the Committee of Ethics of the GB.
Sec.4. Assist4 the President in carrying out his/her duties.
Art. 27. The President of the GB
will appoint an Ethics Committee in charge of the implementation of section J
of the Declaration of Principles, and the revision of decisions of the Ethics
Committee of the Administrative Council. It will be presided over by the Vice President
of the GB and two additional members. This committee will be activated upon the
filing of a complaint for violation of the Declaration of Principles on
part of some of the member institutions of the LAI, or upon receiving a
decision from the Ethics Committee of the Administrative Council. In case the
Vice-president represents an institution subject of investigation by this
committee, it will correspond to the President of the GB to assume the
presidency of this Committee. The decisions of the Ethics Committee must be
ratified by the GB.
Art. 28. The Parliamentary Rules of Bothwell will
govern the procedures of the meetings of this body.
CHAPTER V
OF THE ADMINISTRATIVE
COUNCIL
Art. 29. An Administrative Council is established, which will henceforth be
referred to as AC, consisting of the Athletic Director, the Dean of Students, and
a student appointed annually by the chief executive of each institution.
Everyone will have voice and vote in the deliberations of the body.
Art. 30. The AC will annually elect a directive among its members which 4 will be constituted by a
President and a Vice-president. It will be elected in May and will take
possession of its position in July of each year. It may hold extraordinary
meetings by initiative of its President or by a third of the members of the AC.
It will perform as Clerk for the personnel of the Commissioner
Office designated by it.
Art. 31. The President and the
Vice-president of the AC may be elected for an additional term, but may not
serve for more than two consecutive
terms.
Art. 32. The AC will hold six (6)
ordinary meetings during the months of September, November, December, February,
March and May. The presence of more than half of the members of the AC will
constitute quorum. Thirty (30) minutes after the scheduled time for the start
of the ordinary meetings, the quorum will be constituted with a third of the
members of the AC.
Art. 33. It will elect three people from among its members in its meeting of
September, and it will appoint an alternating one in each of the following
commissions that will be described hereinafter: ethics, discipline, technique,
and five members in the calendar one.4
Art.
34. The functions of the AC will be the following:
Sec.
1. Be the legislative body of first
instance of the LAI and advise the GB and the Commissioner in the implantation
of the principles and intentions of the LAI.
Sec.
2. Consider and approve the Annual Program and Calendar prepared by the Office
of the Commissioner and emit its recommendations to the GB.
Sec.
3. Elect the members of the four4 permanent commissions of the AC, as described in Art.
38, sections 1, 2, 3 and 4.4
Sec.
4.
Initiate and submit to the GB, through the commissioner, proposals on amendments
to the general regulation.
Sec. 5. Take action on amendments to the Technical
Regulation.
Sec.
6. Evaluate applications for admission
to the LAI and submit recommendations to the GB.
Sec.
7. Enforce the delegations or agreements of the
JG, in accordance4 to CHAP. 4, Art. 4, Sec. 3.
Sec.
8. Recommend the JG on the appointment
of the Commissioner in accordance with CHAP. IV, Art. 21, Sec.10.4
Sec.
9. Submit to the GB its evaluation of the work of
the Commissioner4 in accordance with Chap. IV, Art. 21, Sec. 12.4
Sec.
10. Advise the GB regarding entry prices to events of the sports program not
included in the approved budget.
Sec.
11. Formally evaluate the activities of the LAI at the end of each academic
semester and submit to the GB, in accordance with this evaluation, the
necessary general or technical recommendations for the progressive improvement
of the activities of LAI.
Sec.
12. The Parliamentary Rules of Bothwell will govern the meetings of this body.
Art. 35. The functions of the President of the AC are the following:
Sec.
1. Preside over the meetings of the AC
and be an ex-officio member without vote of the GB.
Sec.
2. Convene meetings of the AC when it is
necessary or upon requirement of a third of its members.
Sec.
3. Enforce the dispositions entrusted by
the AC, this Regulation and the GB.
Sec.
4. An annual written report of his/her activities will be submitted to the GB to be considered in its meeting of May.
Sec. 5. Represent the AC in the
meetings of the GB, as well as in any other
activity
that requires the representation of this body.
Art. 36. The functions of the Vice President
of the AC are the following:
Sec.
1. Substitute the President in case of
absence, incapacity, resignation, dismissal or death.
Sec.
2. In case
the President ceases functions permanently, the Vice President will be the
substitute for the rest of the term.4
Sec.
3. In case that the Vice President
ceases in his/her functions permanently, this position will be occupied by an
elected person in the next meeting of the AC.
Art. 37. The functions of the Clerk will
be the following:
Sec.
1. Assume and perform the functions
assigned by the President of the AC.
Sec.
2. Draft and circulate the minutes of
the AC to the members of this body.
Art. 38. The Permanent Commissions of the AC to handle cases referred to
them by the Office of the Commissioner are:
Sec.1. The Technical Commission - shall consist of three
members of the AC elected by this body, and an alternate member appointed by
the President of the AC. It will intervene in appeals of decisions construed on
protests of game rules taken by the Commissioner, providing it may consult with
persons versed in a particular sport. Once the Commission receives the written
notification from the Office of the Commissioner on the appeal, this commission
will have the next two labor days to issue a final and un-appealable decision.
In the case of the athletics sport, a Jury of Appeals will be created, which in
turn will be appointed by the Commissioner.
Sec.2. The Commission of Discipline – shall consist of three
members of the AC elected by this body, and an alternate member appointed by
the President of the AC. It will consider the cases of appeals to decisions of
the Commissioner on matters of student discipline. After carrying out the
corresponding views, the Commission will issue its recommendations to the AC
for the final decision.
Sec.3. The Commission
of Ethics – shall consist of three members of the AC that are Deans of Students
selected4 by the AC by means of a drawing of the Deans of the
institutions that are not related4 to the case, and an alternate member appointed by the
President of the AC. It will consider the cases of possible violations to the
Code of Ethics and Discipline by Athletic Directors, trainers and other
athletic staff of each member institution of the LAI. After carrying out the
corresponding views, the Commission will issue decisions on the cases that were
submitted to it by the Office of the Commissioner. If there are any appeals to
the decisions of the CE of the AC, the Commissioner will submit the case to the
CE of the GB, who will evaluate the recommendations of the CE of the AC and
make the final determination.
Sec. 4 The Calendar Commission-shall consist
of 5 members of the AC elected at their September 4 meeting. This commission will
prepare the calendars of all the scheduled sports (volleyball, basketball,
softball, baseball, court tennis, and football). Once prepared, the approval of
the Commissioner will be requested to then be distributed to the institutions
at the May meeting. This Commission will administer, in unison with the
presidents of the technical committees of each sport, the table of positions
during the season.
CHAPTER VI
OF THE OFFICE OF THE
COMMISSIONER
. Art.
39. The appointment of the Commissioner will be for a term of two years,
meaning that it may be renewed or terminated by the JG on recommendation
of the CA, or for justified reasons of extraordinary nature.4 The Commissioner4 will take office once
appointed
Art. 40. The personnel of the LAI
shall consist of the Commissioner, the Assistant Commissioner, an Executive
Secretary, Press, Marketing and Advertising Officers, and a
full-time Tournament Director.
In addition, it will have a part-time accountant. It can hire support staff
according to the best interests of the LAI, as required by the needs and as
allowed by the budget with the authorization of the GB.6
Art. 41. He/she will be responsible before the GB for the control of the
finances and the property of the LAI, besides establishing the procedures and
regulations to such effects with the authorization of the GB.
Art. 42. LAI employees will be
supervised according to contracts and the description of tasks of the position.
CHAPTER VII
OF THE FUNCTIONS OF THE
COMMISSIONER
Art. 43. He/she will be the executive officer of the AC and the GB. He/she will perform the executive functions of
the LAI as defined in this regulation. He/she will be the official
representative of the LAI in and outside of Puerto Rico when the president of
the GB4 LAI is not present. This
representation can be delegated to any officer of the AC or permanent staff of
his/her office as described in CHAP IV, Art. 40.
Art. 44. The Commissioner will respond
in his/her functions to the AC and to the GB.
Art.
45. Supervise and evaluate the LAI sports program and calendar as annually
recommended by the AC in its March meeting and ratified by the GB in its May
meeting.6
Art.46. Publish the Annual Report, the Technical Regulations and the General
Regulations of the LAI, and all which is necessary for the sports operation, as
well as a Book of Decisions taken during the year.
Art. 47. Submit to the GB 4 in its May meeting4 the sports calendar for the next year4, considering the recommendations
of the Calendar Commission and the proposed amendments to the Technical Regulations,3 approved by the AC in its May
meeting.4
Art. 48. Hire the official services, technical
secretaries, promotion and marketing for the competitions according to the best
interests of the LAI.
Art. 49. Certify the champions, runners-ups of the different sports and the
winners of the global cups.3
Art. 50. Render periodic reports
and an annual report in writing on the development of the sports program to the
AC and the GB.
Art. 51. Refer for pertinent action of the AC, the cases of technical, ethical
or disciplinary nature solved by him/her, but appealed by the institutions.
He/she will enforce the decisions of the Commissions of Ethics and Discipline,
whether to ratify or to revoke his/her decision. The decisions of these
commissions may be appealed to the GB through their official representative in
this body in extraordinary meeting requested by him/her. The decisions of the
Technical Commission are final and cannot be appealed.
Art.
52. Make decisions on eligibility, provided that those that are of interpretation
to the regulation must be informed as part of the process to the AC, so as to
allow the immediate activation of the appeal mechanism. (Court of Eligibility).
Art.
53. Convene to meeting at the beginning of each academic year the registrars
along with the Athletic Directors to discuss and inform the norms of
eligibility and the procedures for the certification of the student athletes. The
Athletic Directors who will direct the Technical Committees of each sport3 will also4 be elected at this meeting.
Art. 54. Keep record of all the sporting events and the files of the
participants.
Art. 55. He/she will be custodian of all LAI documents.
Art. 56. Submit a budget project to the Commission of Finances and Budget for
its consideration and approval after considering recommendations received from
the AC. This will be done according to the requirements of the Commission of
Finances and Budget of the GB.
Art.
57 4 Submit a written financial report in writing in November,
December and May (including a financial report of the Inter-universities Fair)
of each year to the GB with a copy to the AC.
Art.
58 4 He/she will be responsible for submitting the financial
statements and closing fiscal statements made by the accountant.
Art. 59 4 Deposit in a banking institution (of recognized liquidity)
the income of the LAI, provided he/she may place savings certificates or of
other nature, following the recommendations of the GB.
Art. 60. Sign with the Assistant Commissioner and/or the Accountant any check that
is issued pursuant to the approved budget.
Art. 61. Respond to the complaints or
protests that are not under the jurisdiction of any of the commissions
established in Chapter V, Art. 38.
Art. 62. Designate and officially
announce three members of the Court of Eligibility, which is created in Chapter
82 4 to deal with cases of appeals of decisions issued by the Office
of the Commissioner.
Art. 63. Convene the Technical Committees to a meeting once finalized the
tournaments of the semester, among other things to evaluate the work done, to make
agreements on special rules in their respective sports, and to suggest amendments
to the technical regulations for the following year.
CHAPTER VIII
OF THE SPORTS PROGRAM
Art. 64. The inscription of any new sport will be approved by the Governing
Body by recommendation of the Administrative Council4 and the Commissioner.
Art. 65. When 8 or more of the member institutions of
the LAI register in a sport in their February meeting of the Governing Body, it
will be declared as an official activity and that sport will be part of the
sports calendar of the next academic year.3
Sec.
1 Once a sport is declared as official in the February inscription, it will be
carried out according to plan. If 8 or more teams do not participate during the
event, the sport will become exhibition the next year.3
Sec.
2 If a sport does not comply with the minimum of (8) teams participating for
two consecutive years, the sport will be eliminated from the sports calendar
the next year.3
Art. 66. If for extraordinary reasons it were necessary to extend a programmed
sport for the next semester, the authorization of the Commissioner will have to
mediate.
Art. 67. If for extraordinary reasons an institution must retire
equipment, after the tournament in question has begun, the
institution will have to send to the Office of the Commissioner a communication
justifying and enclosing the corresponding evidences. Failure to
comply with the foregoing, the institution will receive a penalty of $500.00
payable to the Office of the Commissioner.1
Art. 68. The member institutions of the LAI will come obliged to
participate in the try-out competitions, as defined in the Technical
Regulations of the sport to which it applies.
Art. 69. The championships of the different sports in both branches will be
celebrated according to what is established in the Technical Regulations, being
understood that the athletics fair will be held4 in the month of April,
provided that the AC will submit a respective plan4 to the GB in coordination
with the Office of the Commissioner.
CHAPTER IX
OF THE ELIGIBILITY NORMS
Art.
70 4 Eligibility to compete in a sports program of the LAI is
established from the date of admission of the student in an academic program
leading to a degree in the member institution, accordingly to its institutional
norms. Once the student graduates from high school, he/she will have a maximum
of two consecutive years to enter a university so as to not affect his/her
eligibility years. Otherwise, their years of eligibility shall commence from
that period, whether or not enrolled.3
Sec.
1 Years of eligibility and competence: Student eligibility will last for five
years from the date provided in the previous section and can compete during 4 four (4) years within that4 five (5) year period.3
Sec.2
The maximum age to compete is 25 years old.3
Art.
714 First year students may participate if they meet the
following criteria:3
Sec. 1 To have a GPA of
2.0.1
Sec.
2 To have evidence they took the CEEB
tests, the SAT, or its equivalent.1
Sec.
3. Enter in the first semester, trimester or quarterly period, according
to the case, in a university of the LAI. Students who enter in the second
semester or the like in trimesters or quarterly periods will not be eligible in
their first year.1
Sec.
4. To compete in the second semester, they will have to approve a minimum
of 12 credits in their first semester or its equivalent in trimesters or
quarterly3 periods, with an academic index equal or higher than 2.0 4
Sec.
54 After the students’ first year, the eligibility rules will be
applied according to Art.72 4 of CHAP. IX.
Art. 724 Students who meet the following
requirements may participate in the athletic competitions sponsored by the LAI:
Sec.
1. that they be registered in a member institution of the LAI.

that they have approved a minimum of 24 credits during the two (2) previous semesters to his/her participation, being understood that a maximum of six (6) credits
approved in summer sessions following to his/her entrance can be counted.
Nevertheless, if a student enters a university for the first time in summer,
those credits will not be counted for their eligibility.1
Sec.
3 To have a minimum 2.0 cumulative index since their inception and during4
their 4 years of competition and comply,
in addition,4 with the academic progress norms of their institution
in order to maintain eligibility.4
Sec.
44
A student’s eligibility will be conditional on that during the semester of
their participation they are enrolled in a program of no less than twelve (12)
undergraduate credits or nine (9) graduate credits or ½ in an equivalent
trimester or quarterly proogram.2
Sec.
5 4 Student
athletes that at the moment of their participation are officially certified by
the Registrar’s Office as taking the last credits to complete their
undergraduate degree may have a program of less than twelve (12) credits. This
opportunity may be granted only once during their years of participation.
Henceforth, if they still had a year of eligibility left over, they would have
to be enrolled at the graduate level.2
Art. 73. A student who has transferred from
an institution in or outside of Puerto Rico and Virgin Islands4 must have two (2) semesters or its equivalent to an academic year of
residence in his/her new institution and have
approved a minimum of twenty-four (24) credits
during that period of time.1
Sec. 14 Students who have passed forty five (45) credits or
more in Transfer Programs in institutions in Puerto Rico as defined in their
catalog can be transferred to any member institution of the LAI which offers
their concentration of studies and participate immediately. (Previous Art. 75 Chap. IX) 4
Sec. 24 Students who have completed an associate degree as
described in the catalog of the university they come from, properly accredited,
will be able to participate immediately, if the institution does not offer the
Bachelor degree in its area of studies. (Previously part of Art. 75 Chap IX) 4
Art. 74. Those students who have studied
in another institution with special permission of studies and official programs
of interchange will also be eligible.
Art. 75 4 The years of eligibility of students registered in
university in or outside of Puerto Rico will count as part of the total period
of four (4) years of eligibility in the LAI.(Previous Art 76 Chap IX) 4
Art.
76 4 The following circumstances modify the eligibility
periods in the LAI competitions:
Sec. 14 A student who is
injured or sick, and who cannot participate in the sports competitions of
that year in the LAI, will be authorized to participate one (1) academic year,
(two (2) additional semesters, or its equivalent in additional trimesters or
quarterly periods). For the sport practice in case of injury, this
extension of eligibility can only be invoked by the student athlete, by means
of the Athletic Director, if this injury happened participating in a bona fide
university activity acknowledged by the LAI. If the student athlete
became ill or injured after his/her institution participated in more than
twenty percent (20%) of the itinerary of competition of the team sport in which
this student athlete participated, he/she will not be able to invoke the
benefits of eligibility extension. The Office of the Commissioner
of the LAI will certify the existence and extension of the injury or
incapacity.1 (Previous
Art. 71 Sec. 4)
Sec.
24 An additional year of participation will be granted to those
student-athletes that cannot participate in activities of the LAI due to
pregnancy. This is granted only once during her years of participation.
(5-19-03).
Sec.
34 Those students who are activated by the official organisms of the
government of the United States or the Commonwealth or the American Virgin
Islands 4 to serve actively in any situation can complete their
remaining time of eligibility in the competitions of the LAI without exceeding
the four years of participation. The student who is activated after
participating in more than 20% of the team sports will be considered like
he/she has participated. Once his/her activation ends, the remaining period of
eligibility will begin to count. (5-19-03)
Sec.
4 4 To the student athletes who have been professionals, the years
in which he/she participated in the professional sport will be discounted from
his/her period of eligibility if he/she tries to participate in the same
sport. This discount will not apply if the student athlete participates
in other sports than the one he/she was professional.
CHAPTER X
OF THE FINANCIAL AIDS
GRANTED TO THE STUDENT ATHLETES
Art. 773 Student athletes may only receive financial aid from
the member institution in which they are registered according to the provisions
of this regulation.3
Sec.
1 Donations:4 Member institutions may receive donations to fund
financial aids directed to student athletes; however, donations directed to
particular student athletes cannot be accepted 3
Art.
78.4 Limitations
Sec.
1 Under no circumstances, the annual financial aids received by a student
athlete from the member institution where he/she is registered can exceed the
cost of attendance, as determined by the Financial Aid Office of that
institution for that year of eligibility.3
Sec.
2 Enrollment exemption or any other type of financial aid may be only granted
to student athletes who at the beginning of their studies have been domiciled
in Puerto Rico or the U.S. Virgin Islands during the two years immediately
preceding the date of admission to the member institution.3
Sec.
3 As an exception to Sec. 2 of this Article, enrollment exemption or any other
type of financial aid to student athletes that do not meet this requirement,
may be granted in the numbers set as follows in the respective sports: a
maximum of (2) by gender in athletics, in sports with a maximum of 15
competitors: (volleyball, basketball, tennis, table tennis, weightlifting,
judo, and wrestling) one (1) by gender. In sports in which a team consists of
16 participants or more: (baseball, softball, and football) up to a maximum of
two (2) by gender, and in swimming and Cheerleading, up to a maximum of two (2)
by gender.3
Sec.
4 The financial aid that this provision covers includes any aid, in cash or in
kind, on the part of the university institution, as well as that of any group,
entity or person, whether external or working with the university institution.3
Sec.
5 The provisions of Sec. 2 and 3 of this Art. 78, 4
do not apply 4 to the students officially enrolled in the
Institutions on or before the academic year 2010-2011.3
5Art. 79 After covering tuition and fees, the maximum
amount which can be granted to a student athlete as a stipend to cover the cost
of books, food, and other expenses is six hundred dollars a month for 10
months, for a maximum total of $6,000.00 per year for this item. Furthermore,
it may be granted up to a maximum of $250.00 per month for 10 months for
lodging ($2,500.00).
5Sec. 1. Student athletes who receive Pell Grant or
Scholarship of Honor or any other academic merit scholarship, may receive
additional financial aids to cover other costs, up to the maximum stipulated in
the preceding clause of Stipends, per year of eligibility.
5Sec. 2. Registration exemption – Student athletes who
receive tuition waiver may receive additional economic aid up to six hundred
dollars a month ($600.00) for 10 months, for a maximum of of six thousand
dollars ($6,000.00) per year for this item. Lodging exemption, if received,
shall be the equivalent, up to the maximum stipulated in Art. 79; Stipends, per
year of eligibility.
Sec.
3. Summer studies – A student athlete may receive financial aid in the summer,
not to exceed $600.00 (six hundred dollars) in stipends, proportional up to a
maximum of 6 credits, which the student may take paid by Institutional
scholarship or tuition waiver.4
Art.80 Violations:4 Any student athlete
who receives other financial aids related to his/her participation, and any member
Institution that fails to comply with the provisions of this section, will
incur in a fault punishable for violation to the provisions of Chapter XX of
this Regulation.3
Art. 81 The Commissioner will hire, when deemed
necessary, the services of an external auditor to deal with complaints related
to Chapter X.
CHAPTER XI
OF THE COURT OF ELIGIBILITY
Art. 82. A Court of Eligibility is established constituted by a faculty member
of each institution nominated annually by his/her President or Chancellor to
serve as an appellate body in the decisions of eligibility taken by the
Commissioner.
Sec.
1. The Commissioner will designate by means of a drawing three members of the
Court of Eligibility to pass judgment in each case of eligibility, and he/she
will submit all the pertinent documentation to them, providing that the
cloister or cloisters coming from the institutions or the university system4
where the student or students involved4 or the protesting sector study at cannot serve as
members as the Court of Eligibility in that particular case.
Sec. 2.4 The Court of Eligibility shall rule at least forty
eight (48) hours prior to the date of the projected participation of the student
athlete. If failing to do so, the disposition of Art. 89 will prevail. (Previous Sec. 3 Art. 82) 4
Sec.
3.4
The decisions of the Court must be by majority and shall be final and cannot be
appealed.
CHAPTER XII
PROCEDURE TO CERTIFY STUDENT
ATHLETES
Art. 83. The Athletic Director of each institution will request to his/her
Registrar the information on the academic status of the students with no less than
fifteen (15) days prior to the projected participation in set sports and with
twenty one (21) days in individual sports. The postmark will determine if it
complies with this norm. Copy of this request will be sent to the Office of the
Commissioner.
Art. 84. The Registrar will certify the academic status of each student athlete
filling out the Register Certification form and the Transference form; and will
send them to the Office of the Commissioner no less than ten (10) days calendar
in set sports and fifteen (15) days calendar in individual sports prior to the
projected participation. Copy of this certification will be sent to the
Athletic Directors of all the institutions. It is established that those
students who are certified eligible by the Office of the Commissioner may
participate after the indicated dateline as stated in the General Regulation.
No student shall compete if she/he has not been certified by the Registrar.
Art. 85. A copy of the petition that the Athletic Director submits to the
Registrar will be forwarded to the Commissioner’s Office accompanied by the Eligibility
Determination Request. The Financial Aid Certification will be submitted
subsequently.3
Art. 86. The Office of the Commissioner will
examine the eligibility form that each student athlete issues and determine its
status. Upon receipt of the Registrar’s certifications, they will be reviewed
by the Office of the Commissioner and the information will be4 compared to the one provided
by the student athlete. If any discrepancy exists, an investigation will begin
to determine the corresponding course of action.
Art. 87. A student will be declared ineligible when required information has
been omitted by the student athlete in the eligibility form.
Art. 88. The Office of the Commissioner will notify the Athletic Director the
cases of ineligibility and will periodically circulate the information to all
the Athletic Directors.
Art. 89. The institutions or
stakeholders with evidence that may alter the determination of the Office of
the Commissioner must immediately notify and in writing to it, accompanied by
the evidence they have for the revision of the case on a date consistent with
the terms of Chapter XI on the Court of Eligibility. No evidence shall be
considered after those terms.
Art. 90. No student athlete who has been declared ineligible by the Office of
the Commissioner will be able to participate in any tournament while his/her
case, if appealed, has not been resolved and eligibility established by the
Court of Eligibility.
CHAPTER XIII
OF THE DEFINITIONS
Art. 91. The degree that grants an institution of accredited higher education,
after satisfying the requirements of study prescribed by its faculty in the
official catalog of its institution, is understood as an academic degree. This
definition includes associate degrees.
Art. 92. An academic year or school year comprises twelve months after
admission to the student in the university.1
Art. 93. By coach or trainer is understood a competent person in the technical
skills, competitive tactics, and with4 pedagogical knowledge that aims to educate the participants
and spectators using sports competition4 to this end, with the hope of making them better
citizens. He/she will be responsible to represent his/her institution when an official
of hierarchy is not present, as stipulated in CHAP. XXIII, Art. 134.
Art. 94. Fresh students4 are those who have no
academic record of a university in or outside of Puerto Rico.
Art. 95. It is understood by university athletic tournaments the formal
competitions in leagues, associations or conferences sponsored by organisms of
postsecondary level.
Art. 96. A university student is one that has been admitted and has paid
officially his/her tuition, being understood that he/she must be admitted to an
academic program leading to a degree that is not the nontraditional modalities.
Art. 97. A nontraditional academic program is one that grants credits for experience,
television courses or distance education programs.2
Art. 98. By transferred student is understood that who without completing the
academic requirements to obtain a university degree in an institution, requests
for transference and continues studies at another university.
Art. 99. The executive functions of
the Commissioner shall consist of operating the agreements of administrative,
technical, and legislative type and of logistics approved in the AC and the GB.
CHAPTER XIV
OF THE FINANCES
Art. 100. LAI will have a common fund of fees of the institutions and of the
income that the annual athletics fair produces and of any other source,
providing that the member institutions equally assume obligations for losses
that may arise from the celebration of events of the LAI if the latter does not
have the funds to absorb them.
Art. 101. The financial resources of the LAI will be used to finance their
sports program, its administrative operation and for the teaching and training
of student athletes and trainers; as defined in the Declaration of Principles.
CHAPTER XV
OF THE TECHNICAL COMMITTEES
Art.
102. All related to the technical aspect will be evaluated by a Technical
Committee in each sport.
Art. 103. The Athletic Directors, coaches or trainers of each sport or their
authorized representative will be members of the Technical Committees.
Art. 104. The President of the
Federation of Umpires or his/her representative may attend4
the meetings as an advisor with voice but without vote.
Art. 105. The President of each
Technical Committee will be an Athletic Director.4
Art. 106. It is limited to two presidents of Technical Committees by
institution and to two consecutive years of effective work. The Office of the
Commissioner will evaluate the work of the presidents of the Technical
Committees to determine their effectiveness.
Art.107. Each Technical Committee will evaluate its tournament and make
recommendations for incorporation into the Technical Regulations.
CHAPTER XVI
OF THE POINTS SYSTEM
Art. 108. The points system to be used for the purposes of the overall score
will be the following:
Sec. 1. Five points will be
awarded for the participation of each discipline, up to a maximum of 40 points.
The points will only be awarded if the team finishes the season, without any
confiscated game.4
Sec.

In individual sports, points will be awarded to the first four positions
according to the following scale:4

(regular serie)4, before the eighths of finals, without considering
the amount of games the same involves.3

5 To determine the points to be awarded in the Set Sports of the positions 5-8,
the record obtained in the regular season will be used. If there is a tie for
these positions, and the institutions never faced, points will be added and
divided among the tied institutions.6
Art.
109. Two (2) points of the overall score will be deducted for the following irregularities:
Sec.
1. Registration cards and scoring sheets: to register nicknames, abbreviations,
to not register all the required spaces, to not sign it, to not forward it
within the course of twenty-four (24) working hours, to not initialize erasures,
to not use the official form, among others.4
Art. 110. The points system will be equal in both genders, provided that the
overall score will be separated by gender with a trophy for the champion,
runner-up, and third place, as stipulated in Chapter XXI of this Regulation.3
Art. 111. The Commissioner may
financially sanction the institutions that do not comply with CHAP. VIII, Art.
67.
CHAPTER XVII
OF THE GAME OFFICIALS
Art. 112. The officialdom of the tournaments will fall upon associations of
avowed officials on the island and chosen by the Commissioner’s Office.
Art. 113. The Office of the Commissioner will be responsible for endorsing the
payments of the game officials.
Art. 114. The game officials will represent the Commissioner in the game field
when he/she is not present, and will be obliged to report incidents that may
arise in the course of a sporting event.
CHAPTER XVIII
OF THE PROTESTS
Art.
115. Technical protests will be submitted in writing by conduit of the Athletic
Director to the Commissioner on or before the expiry of three working days,
determined by the postmark or date of receipt of email or fax4 from the moment the incident
which motivated the protest originated, and being understood that:
Sec.
1. The coach will notify the main referee and record on the back of the score
sheet the reason for the protest at the moment it arises.
Sec.
2. The formal and written protest must state the Article, the section, the
subsection, among others4 of the rule allegedly violated.
Art. 116. To process eligibility protests in individual tournaments (athletics
and its branches, swimming, wrestling, judo and weightlifting) the following
procedure will be observed:
Sec. 1. The eligibility protest must be filed in
writing at any time provided it is accompanied by the
evidence. It does not prescribe.1
Sec.
2. Any case of protest will be resolved by the corresponding bodies 48 hours
prior to the celebration of the event, if it was submitted with the
corresponding evidence. If an eligibility protest is unable to be resolved in a
period of 48 hours prior to the event, the matter will be resolved subsequently
following the regulatory process. If the protest prevails, the corresponding
action will be taken in accordance to the regulation.1
Sec.
3- The Office of the Commissioner will initiate investigations of eligibility,
even when not bound by a written protest of any institution, if it has
information that so requires it”.1
CHAPTER XIX
OF THE CONFISCATIONS
Art. 117. A team that is not ready to play fifteen (15) minutes after the
appointed time to initiate an athletic activity will lose by forfeit, being
understood that the clock of the main referee will indicate the official time.
Art. 118. Refusing to initiate a competition after being in the game field in
signal of protest or after the competition started, refusing to continue
competing implies the forfeiting of the game.
Art. 119. The participation of an
ineligible student implies the forfeiting of the game in team sports, and in
the individual sports the accumulated points by the ineligible participant will
be deducted.
Art. 120. The decisions of the referees
on the game rules (not of appreciation) may be appealed to the Commissioner,
who will consult prior to passing judgment over them with a Technical
Commission of acknowledged experts nominated by it in the sport concerned. The Commissioner
will decree the forfeit if this is a justified action of the referee and will
have powers to take necessary measures for the benefit and interests of the
university sports.
Art. 121. The forfeit of a game in a
semifinal or final series implies the elimination of the team, being understood
by forfeit for these effects in particular, to not show up for the game or to
not continue playing without good cause.
Art. 122. In all sports, the referee
will have the faculty to confiscate games or sports events when the situation
so warrants it and make decisions on situations not covered by the game rules.
CHAPTER XX
OF THE DISCIPLINE CODE
Art.
123. No institution, student, physical education teacher, coach, referee,
scorekeeper, official, athletic director or person connected with an
institution may in any way:
Sec.
1. Solicit or accept money, compensation, gratuities or gifts or other
teams, players and/or officials to obtain favors or benefits.
Sec.
2. Offer money, compensation, gratuities or gifts or other teams, players
and/or officials to obtain favors or benefits.
Sec. 3.
Make bets in relation to athletic competitions.
Sec.
4. Offer money, compensation, gratuities or gifts to prospective athletes in
the process of recruitment, or once4 recruited, to not comply4
with the provisions in Chap. X of this Regulation.3
Sec.
5. Abandon the field of play in protest at the decision of a referee or for any
other unjustified cause.
Sec.
6. Participate against institutions and/or players who have been suspended or
expelled from the LAI.
Sec. 7. Show up to competition in a state of
intoxication.
Sec.
8. To offend or insult with words, gestures or in any other way the public,
referees, game officials, students, directors or the LAI officers, educational
and administrative staff, student athletes, among others.4
Sec.
9. To provoke attacks or fights with the referees, student athletes, game
officials, public or the LAI officers, educational and administrative staff,
among others.4
Sec.
10. Smoke or ingest alcoholic beverages and use stimulating substances and
other means of manipulation during the training and in the field of play.
Sec. 11. To have participated in a sporting event
under a false name.
Sec. 12. Use the participation of an ineligible
student athlete knowingly.
Sec.
13. Make direct or indirect contact with a student athlete of another
institution without first notifying the Athletic Director and obtaining his/her permission,
even when the desire to transfer arises from the student athlete.
Sec.
14. Proceed in a manner during the course of a competition that is reason to be
expelled from the game.
Sec. 15. Refuse
to play a game assigned by the Commissioner.
Sec.
16. Register fraudulent information or omit it in the eligibility form that the
student athlete fills out.
Sec. 17. Violate
the norms established in the Declaration of Principles.
Art. 124. Violators of the Code of
Discipline will suffer the following consequences:
Sec.
1. For violation of the Code of Discipline - suspension for a term not
exceeding (1) a year, except for sections 9 and 16 of Art. 1234
which could entail a suspension of not more than two (2) years.
Sec.
2. For violation of section 14 of Art. 1234 - suspension of the next
game, providing that this sanction is in addition4
to any other that may be imposed under the provisions of the Code of Discipline.
Sec.
3. To enforce the provisions in Section 10 of Art.123, the LAI may require student athletes that participate in sports
competitions in this league to compulsorily undergo pertinent analyses for the
detection of narcotic drugs, antisocial personality, steroidal substances and/or
anabolic substances, according to the Regulation for Dope Control Testing.4
The Office of the Commissioner should confection the procedure to follow in
these analyses, and must hire competent personnel to run them. This initiative
shall include counseling and rehabilitation programs, and any penalties or
sanctions that are provided and/or promulgated by regulation, must promote the
best well-being of the student athlete affected.
Sec. 4. Any institution that violates the freely
accepted norms of the Declaration of Principles, may be admonished, suspended
from participation in the competitions for fixed periods, or expelled from the
LAI, depending on the seriousness of the case or4
the recurrence of violations.
Art. 125. The Commissioner shall
ensure compliance of the Code of Discipline.
Art. 126. The decisions of the Commissioner relating to the Code of Discipline
may be appealed to the Government Board4 for final consideration.
Art. 127. The Commissioner shall have the faculty to establish additional and
necessary rules for the best discipline of the activities, provided they are
not inconsistent with the provisions and spirit of this regulation and the
Declaration of Principles.
CHAPTER XXI
OF THE AWARDS
Art. 128. In keeping with the spirit of the Declaration of Principles of
exalting the skills of the student athletes, the LAI will provide awards for
the purposes hereinafter provided:

A recognition to the champion team, runner -up and third place of each sport in
both genders.3
Sec.

A recognition to the champion institution, runner -up and third place of the
overall score for both genders.3
Sec.
3. A recognition to the university that obtains the highest score after adding
the overall results of both branches as described in section 24
of this Article. This Institutional Global is denominated Dr. 4
Luis F. Sambolín Award. The same procedure will be used to declare a global
institutional runner-up and third place.
Sec.
4. A recognition4 to the most valuable student-athlete as determined by
the following criteria:
a.
After a game and in set sports, the trainers of the teams and the main referee
will meet and select the most valuable competitor and this selection will be
registered on the score sheet by the main referee, providing a point per game
will be granted during the regular series, two during the semifinal and final
in the effects of the most valuable competitor in each tournament.
b.
The most outstanding (a) of university relays, heptathlon and decathlon.
c.
Top scorekeeper in the Athletics Fair and in the swimming competition, providing
that in case of a tie the winner will be determined by the total of gold medals
won, or in its defect, by silver medals or the bronze medals. If the tie
continues, it will be determined by the university or national records.
d. Resulting winner (a) in the4
Championship of Cross Country.
e.
Resulting the most outstanding in the4 Halterofilia Championship (Weightlifting) according
to the Sinclair Formula.
f. Resulting the most outstanding judoka on the
basis of combats won by ippon, providing that in case of a tie it will be
awarded to the one that has won by ippon in less time in all the competition.
g. Resulting the most outstanding in the4
Olympic Wrestling Championship; to the one that obtains a greater number of
victories by takedowns, providing that the total time of the takedowns will be
considered as criteria to resolve the ties among candidates.
Art. 129. The trainers or coaches of winning teams will receive recognition.4
Art. 130. The LAI will provide medals to:
Sec 1. Members of4 winning
teams, runner-up, and the third place in all sports.
Sec.
2. The first three positions by category in judo, Halterofilia (Weightlifting)4
and Olympic Wrestling.
Sec. 3. The first three positions in swimming,
athletics, and its branches.
Art. 131. The LAI will grant two awards - one denominated Cosme Beitía Trophy
to the masculine student and another denominated Rebecca Colberg Trophy to the
feminine student who excel in the following areas:
Sec. 1. Academic index
4.00
to 3.75 (10 points),
3.74 to
3.50 (8 points),
3.49 to
3.25 (6 points),
as certified by the Registrar’s Office of the student athlete’s6 institution.
Sec. 2. Versatility - 3 points for each sport in which he/she
participates.
Sec.
3. Sporting excellence
a. 5 points for being member of a winning team
b. 3 points for being member of
a runner-up team
c. 5 points for being the recipients of a clock and a plaque
d. 3 points for being recipients of a gold medal
e. 2 points for being recipients of a silver medal
f. 1 point for being recipients of a bronze medal
g. 5 points for having a university record
h. 5 points
for having a national record established in
competitions4
of the LAI.
Sec.
4. Leadership - 5 points for holding any elective position in a university student
organism as certified by the Dean of Students.
Sec.
5. Those candidates who are in their last year of competition will be the only
ones considered.
Sec.
6. The record of a candidate will be considered during all his/her years of
competition.
CHAPTER XXII
OF THE
COACHES AND THE PROFESSIONAL ETHICS CODE
Art.
132. The coach of a sport will use all his professional and pedagogical
resources to educate, understanding that to achieve these purposes he/she shall:
Sec.
1. Maintain self-control in all situations in a sport friendly contention
to have the necessary moral force to be able to control his/her student
athletes and spectators.
Sec.
2. Submit with respect, courtesy and
good manners any appeal to the game officials and opponents in the sport.
Sec.
3. Avoid by all means making gestures of displeasure that can cause animosity
towards game officials, players, and spectators.
Sec.
4. Engage in a dialogue with his/her
student athletes on the control of their emotions.
Sec.
5. To know and to have his/her student athletes know about the philosophy and
objectives that the LAI pursues through the competitive sports program.
Sec.
6. Practice by example and word professional and moral conduct on and off the
game field.
Sec.
7. Understand and convey understanding in the manner deemed appropriate that
his/her main function in the LAI is to educate. To aim for success through fair
means is commendable.
Sec.
8. Engage in a dialogue with his/her
student athletes over the Declaration of Principles, Code of Discipline, Norms
of Eligibility, Declaration of the Student Athlete, General Regulation of the
LAI, Technical Regulation and guidance to complete the Eligibility Form.
Art.
133. The Governing Body4 will acknowledge those leaders who have distinguished
themselves in promoting the aspects described in sections 1 to 8 of article
132.
CHAPTER XXIII
OF OTHER PROVISIONS
Art. 134. Each institution will be represented by a member of the faculty or
the Deanship of Students in competitions of the LAI, having the power to
intervene in situations that violate the discipline or the institutional order.
Art. 135. The sports calendar that the GB approves every summer becomes part of
the regulation for that academic year, providing that:
Sec.
1. The sports calendar will be published by the Office of the Commissioner and will be strictly enforced. The calendar
may not be altered (hour, date, and place), without prior authorization of the
Commissioner. The Commissioner4 may reallocate or make adjustments to the sporting
events when the situation warrants it.
Sec.
2. The Commissioner and the referee are the only ones who can suspend a game
scheduled on the calendar.
Art.
136. The Award ceremony will be held at the end4 of each tournament.
Art.
137. Any student athlete who represents the LAI in local and international competitions
must have the endorsement of his/her institution.
CHAPTER XXIV
OF THE AMENDMENTS
Art.
138. The proposed amendments to the General or Technical Regulation
must be submitted to the AC in alternate years, and on or before the last
ordinary meeting of the first semester of the year concerned. These
proposals will be referred to the Regulation Committee of the AC for study and
organization. This Committee will present its report to the AC on an ordinary
or extraordinary meeting during the second semester of the year concerned.
The AC will consider the report and evaluate the proposed amendments, and
recommend to the JG those amendments that are approved by an absolute majority
(half plus one of the members entitled to vote). The GB will also receive a
copy of the Report of the Regulation Committee presented to the AC. If an
extraordinary situation arises that requires an amendment to the General or
Technical Regulation, the rule that indicates that amendments be considered
only on alternate years can be ignored.
Art. 139. This Regulation may be amended by the affirmative vote of at least
two thirds (2/3) of the members of the GB at its ordinary meeting duly convened
to the effect.
Art. 140. The Commissioner will publish the General Regulation once approved by
the4 GB. He/she will do the
same thing with the Technical Regulation once approved by the AC and the
GB.4
CHAPTER XXV
OF THE VALIDITY
Art. 141. The validity of this Regulation shall commence from the date of approval
by the GB and will void all previous versions thereof.
